Research indicated to

the management skill levels of rugby clubs in America have a wide
range of diversity. A few of the larger, more sophisticated clubs
employ
advanced management, marketing and accounting functions, either on a
volunteer or paid basis, while a number of clubs languish in
organizational quagmires, lucky to have even enough members to
travel, short or otherwise. The majority of the clubs in the U.S.
fall in various stages between these two extremes. They are
maintaining but not advancing and enjoying the game and playing well
-- when enough members participate. However, do not misunderstand,
U.S. rugby clubs as a whole work hard to improve their present and
future stock.
Almost every team in the U.S. are members of
the game’s administrative organizations, notably USA Rugby and,
directly or indirectly, the International Rugby Board (IRB). These
organizations provide information and services related to player
registration, coaching and refereeing development, and the
management of national and international teams. The IRB's primary
responsibility is to govern and adapt the international laws of
rugby to ensure safety and game continuity. USA Rugby is made up
approximately 40 Local Area Unions (LAU) each of which belongs to
one of 6 Territorial Unions. USA Rugby administers rugby in the
U.S. and promotes our national teams.

properly used and protected from abuse. This is commonly referred
